▌01 Brief Introduction
The 19th National Congress of the Communist Party of China proposed that China’s economy has shifted from a stage of high-speed growth to that of high-quality development. In the sphere of urban and rural construction, the country has entered an era with more attention given to planning and quality of construction.
In order to implement this spirit, Professor Zhang Guoqiang put forward the idea of stage classification of China's construction based on quality assurance. China Construction 1.0 is characterized by traditional construction technologies for residence with a small amount of work, simple technologies and relatively easy quality assurance; China Construction 2.0 by modern construction technologies represented by high-rise structure, air-conditioning and elevator with a large amount of work, complicated technologies and difficult quality assurance; China Construction 3.0 refers to a new era characterized by the application of green, intelligent, new technologies with sustainable development-oriented technologies.
Since China Construction 2.0 coincides with the period of China's rapid economic growth, the quality assurance system for urbanization and construction has not yet been fully established, and China has entered its construction 3.0 with global trends and developed countries. Driven by the fact that the imperfect quality assurance system of China Construction 2.0 negatively influence the application of new technologies of the 3.0 stage and China Construction 3.0 itself calls for a perfect quality assurance system to be implemented efficiently.
Therefore, China Construction 4.0 refers to the stage of the application of green, smart, new technologies to promote the sustainable development of urban and rural construction on the basis of ensuring urbanization and the construction quality.
In November 2016, BROAD Group and Hunan University jointly proposed “China Construction 4.0” and held the first “China Construction 4.0 International Forum” at the “China (Changsha) Housing Industrialization and Green Building Technology Expo”.
In May 2017, Professor Zhang Guoqiang delivered a speech to the international community for the first time at the “Swiss-China Green Development Forum” held in Stockholm. He proposed and discussed the existing connotation of “China Construction 4.0” and its complete system, which was obtained and recognized by international counterparts.
In November 2017, at the “China (Changsha) Prefabricated Building and Construction Engineering Technology Expo (Building Expo)”, “China Construction 4.0 International Innovation Forum and the Belt and Road National Business Exchange Conference and the 5th China-France Urban and Building Sustainable Development Forum” was jointly held by Ministry of Housing and Urban-Rural Development of Hunan province, Ministry of Science and Technology of Hunan province, Changsha Municipal People’s Government, Management Committee of Xiangjiang New District of Hunan province, China Construction Co., Ltd. and Hunan University, attracting more than 300 government representatives, experts and business representatives from more than 30 countries and regions at home and abroad. All the participants discussed the concept of “China Construction 4.0” and proposed “High Quality Construction, Sustainable Cities” as the basic concepts and objectives of “China Construction 4.0”, international cooperation and technological innovation as the main means, which became the consensus of the representatives of the Building Expo.
At the same time, it integrated existing basic research, results transformation and the promotion of communication resources to form the “China Construction 4.0 International Innovation Platform”. 18 institutions from 10 countries and regions signed a co-construction agreement with Hunan University and Hunan Provincial Institute of Building Industry Technology, which constitutes the “China Construction 4.0 International Innovation Alliance” based on the concept of “China Construction 4.0” to jointly enhance the urbanization and construction quality of China and developing countries and further promote global sustainable development.
